Michigan Supportive Services Transformation Fund

The Michigan Supportive Services Transformation Fund (SSTF) was designed to fund supportive services that are helping people get housed and find lasting stability.

This policy win was the result of an ongoing multi-year advocacy effort. CSH, alongside local supportive housing providers and lawmakers, are advocated for sustained funding for critical services in Michigan. 

These supportive services help people stay housed, access healthcare and counseling, support their families, and rebuild their lives—shifting resources away from costly crisis systems and toward lasting stability. 

Mostly recently, the FY27 state budget included a $5M investment in supportive housing services.

  • In 2022, the Michigan legislature appropriated $6 million for a Supportive Services Pilot program.
  • In 2024, Governor Whitmer proposed a historic $20 million for supportive services. This was championed by Senator Jeff Irwin, Representative Felicia Brabec, CSH, Avalon Housing, and housing and service providers across the state.
  • In 2025, an additional $5M investment in supportive services was included in the Michigan FY26 budget.
  • In 2026, another $5M investment in supportive services was included in the Michigan FY27 budget.
  • Funds critical support services that aren’t covered by Medicaid. 
  • Improves the timeliness and coordination of services to make service delivery more efficient & effective.
