Proactive Legislation

We work with communities to proactively advance legislation that prevents ticketing and arrests of people experiencing homelessness. This legislation equips advocates with common-sense alternatives and amendments to bills that propose arresting and ticketing people for sleeping outside.

Some communities are advancing legislation that proposes ticketing and arresting people for sleeping outside, even if people have nowhere else to go. Arrests and fines will only make it harder for people to rebuild their lives.


When people have access to a safe place to live and the services they need, they can rebuild their lives. Investing in housing and services has been shown to make communities safer and stronger.
