Our California policy work advances funding, services, and systems change to expand supportive housing, strengthen services, and move people experiencing homelessness into stable homes.
Homelessness is solvable.
With sustained investment and coordinated systems, California can scale proven solutions that reduce homelessness and support long-term stability.
Housing and services need reliable funding.
We advocate for increased state investment in housing production, preservation, and rental assistance to ensure supportive housing can be built and sustained and services work to help people thrive.
Some people need services to stay housed.
We advance policies that expand access to healthcare, behavioral health, and tenancy support services that help people gain stability and build their lives.
Encampments reflect system gaps.
Moving people from homelessness into housing requires coordinated outreach, resources, and policies rooted in dignity—not punishment.
Solutions must reflect the needs of people with complex needs.
Focused policy approaches are needed to address the impact of homelessness on older adults, people with disabilities, people exiting institutional settings, and other high-need populations.

What We’re Working On
Scaling Ongoing Resources for Housing & Services
- Co-leading the Bring California Home Coalition (100+ partners) to advocate for ongoing housing and services funding, including $1 billion annually for the Homeless Housing Assistance & Prevention (HHAP) program
- Advancing Assembly Bill 1229 to redirect $37 million per year to supportive housing for people exiting prison
- Coordinating behavioral health and housing advocates, county behavioral health directors, and advocates to promote evidence-based housing policies for people with behavioral health conditions
- Opposing diversion of housing funds to non-evidence-based uses
- Supporting policies that rapidly connect people to housing and services, such as for rental assistance
Promoting Sustainable Supportive Services
- Leading the Housing-Related CalAIM Community Supports Advisory Committee
- Strengthening Medi-Cal housing services (navigation, deposits, tenancy supports)
- Training providers through Medi-Cal Academy
- Advising state Medicaid officials and shaping implementation
- Advancing behavioral health and housing integration
- Advocating for a Medicaid benefit to fund sustainable services in supportive housing
Preventing Homelessness for Older Adults & People with Disabilities
- Leading Aging & Disability Homelessness Advocacy Coalition (ADHAC) to advance housing and services for older adults and people with disabilities (the fastest-growing groups of Californians experiencing homelessness)
- Promoting housing and targeted services for older adults and people with disabilities
Helping People Leaving Institutions Access Supportive Housing
- Leading advocacy to use existing resources to create a supportive housing program for people exiting prison who have nowhere to live (through legislation like Assembly Bill 1229)
- Coordinating existing health, employment, reentry, and housing services to support formerly incarcerated Californians through the Justice-Involved Reentry Initiative and legislation
- Advocating for greater access to Medicaid home and community-based services for people leaving institutions (such as prison), at risk of institutionalization, and/or experiencing homelessness or housing instability.
Why it Matters
California has the tools to end homelessness, but success depends on sustained funding, integrated systems, and policies grounded in evidence.
