In partnership with the Washington State Health Care Authority (HCA), CSH will deliver a Supportive Housing Pre-Institute Academy to increase Washington’s supply of quality supportive housing.
The Washington State Health Care Authority is working with the CSH to hold the Washington Supportive Housing Pre-Institute Academy. The Academy is a 2-part series: Development and Services. The Development Series is a training series that shares information on housing development and decision guides for supportive housing projects, including information on accessing capital budgets. The Services Series is a 4-session series. Topics will include: Introduction to Supportive Housing and Community Building, Property Management and Supportive Services Coordination, Fair Housing in Practice and Property Management, and a Tenant Feedback Panel with current or former supportive housing tenants.
The Pre-Institute Academy is intended to prepare agencies to apply for the Washington Supportive Housing Institute in 2025.
The Pre-Institute Academy includes multiple sessions. Interested parties are welcomed and encouraged to attend all sessions, but you are welcome to choose whichever session fits your schedule or which ones are of interest.
Who Should Attend?
The Academy will be open to service providers, property managers, funders, and developers statewide. CSH will support opportunities for peer learning and networking with the stated intention of developing partnerships for future Supportive Housing Institute participation.

Session Schedule
Intro to Supportive Housing 101 and Community Building
Tuesday, October 15, 2024 | 10AM – 12PM PT
This session is the first in our services-focused track. This session will focus on the basics of supportive housing. This includes a discussion of key components of supportive housing, strategies for building community within supportive housing sites, and a look at national and local data to review disparities in rates of homelessness.

Property Management and Supportive Services Coordination
Tuesday, October 22, 2024 | 11AM – 1PM PT
In this session we will explore ways to create effective working relationships between supportive services and property management, to support the individual needs of those living in supportive housing. This includes understanding one other’s roles and responsibilities and the natural tension between differing roles. We will review effective communication, setting boundaries, and creating space for cross training, all with the goal of keeping tenants housed.

This session will review the history of housing discrimination, reinforce Fair Housing requirements and best practices, discuss disparate impact of policies and practices, and offer guidance on updating your organization’s Fair Housing policies.

Tenant Feedback Session

This session we will focus on a panel that includes people with lived experience of homelessness and living in supportive housing. They will share thoughts on authentic relationship-building with tenants, creative ways to solicit feedback from residents, and the importance of including staff with lived experience. There will be opportunity for Q&A.

Supportive Housing Development and Decision Guide – Intro (Day 1 of 2)

This session will introduce the Supportive Housing Development and Decision Guide: a tool born out of CSH’s RACE Initiative that is designed to assist development teams in navigating the complex process of producing supportive housing projects. The guide is designed to encourage and address barriers to development which may be experienced by smaller, newer developers and firms represented by Black, Indigenous and People of Color (BIPOC) developers. This session will be immediately followed by an optional 60 minutes of Q&A time (11a-12pm) so that attendees can ask more in-depth questions about any of the topics discussed during the session.

In this session, we will work on the fundamentals of creating a realistic operating budget that incorporates all aspects of project operations. An operating budget is the tool used to analyze the income and expenses of a project during operations and is a key driver in the long term success of any project. Development and Capital Budgets

Trauma Responsive Design in Permanent Supportive Housing

To further enhance what attendees have learned in the development sessions and ground attendees in the importance of trauma-informed principles, we will be holding a session on trauma informed design. Trauma informed design is essential to building physical environments that promote well-being and empowerment. This session cover basic concepts such as: defining what trauma informed design is, why it is important, who benefits, and other fundamental aspects.
This webinar will include:
- An educational presentation on trauma informed design
- A presentation from an architect to show how trauma informed design has been incorporated into real supportive housing projects
- A panel that includes people with lived expertise of homelessness and/or systems involvement ground attendees in the practical importance of this concept and real-life implications for design choices
- Ample time for Q&A
Funders Panel

This session will be a moderated panel and include public funders of supportive housing. Participants will have an opportunity to learn about funding requirements and processes, along with considerations that prospective applicants should keep in mind.
