Request for Qualifications: Housing and Urban Development Training and Technical Assistance Contractors (Ongoing)

Corporation for Supportive Housing (CSH) is seeking independent consultants/contractors to provide technical assistance (TA) funded by the United States Department of Housing and Urban Development (HUD). This RFQ may include multiple contracting opportunities which may be funded under multiple contracts to one or more contractors.  

Please review this RFQ carefully before you start completing it to make sure you or your organization meet the requirements described below. What Responding to this RFQ Means 

  • Submitting a response does not guarantee work or a contract. 
  • CSH will review responses on an ongoing basis. 
  • Consultants who meet the requirements will be added to a prequalified list of potential contractors.  
  • When CSH receives new work, we will identify the consultant from the pre-qualified list who best fits the qualifications necessary for the project. In some cases, CSH will post the new assignment and request availability, updated rate, and other information.  

The number of contracts awarded will depend on: 

  • The volume and type of assignments from HUD 
  • CSH’s internal capacity to deliver the work 
  • The skills, experience, and availability of consultants in the pool 
  • Past performance 

About HUD TA 

HUD TA can take many forms.  Consultants may be asked to support one or more of the following: 

  • Developing tools, guides, or written products 
  • Participation in a work group that includes HUD Staff and other TA Firm Staff/Contractors 
  • Providing remote technical assistance to a single community or multiple communities 
  • Providing direct technical assistance which may include travel 
  • Designing and leading a training session, training series, small group cohort or large group cohort 
  • Some TA is provided on a demand-response basis, meaning TA requests are made by a community, HUD assigns the work to CSH, CSH executes the assignment.   

Qualifications 

CSH is seeking consultants with experience delivering TA and training both virtually and in-person; presenting and leading teams, groups, presentations, and committees; and creating written products for government clients.  All contractors must have access to a computer and stable internet that can run Zoom or Teams for calls or other meeting platforms and must have regular access to a telephone.  All contractors must agree to CSH’s contract terms and follow all federal regulations, statutes, and relevant Executive Orders. 

CSH invites individuals who have experience working with people facing housing instability or homelessness to apply. This includes experience supporting communities as they plan and work together to improve systems and create coordinated, multisector approaches to serving vulnerable populations. Relevant knowledge and experience may come from education or training, lived experience with homelessness or housing instability, participation in housing programs, and professional or volunteer work in the homeless or affordable housing field.

CSH is looking for consultants/contractors with training and technical assistance expertise in the following cross-cutting areas:  

  • Community Development Block Grant – Disaster Recovery (CDBG-DR) 
  • Homeless Assistance Programs 
  • Continuum of Care (CoC) 
  • Emergency Solutions Grant (ESG)  
  • Homeless Management Information System (HMIS) 
  • Affordable Housing Programs 
  • HOME 
  • Public and Indian Housing Programs 
  • Housing Choice Vouchers (HCV), including Special Purpose Vouchers 
  • Emergency Housing Vouchers (EHV) 
  • Family Unification Program (FUP) 
  • Foster Youth to Independence (FYI) 
  • HUD-Veterans Affairs Supportive Housing (HUD-VASH) 
  • Mainstream/Non-Elderly Disabled Vouchers 
  • Stability Vouchers 
  • Youth Homelessness  
  • Youth Homeless Demonstration Program (YHDP) 
  • Youth Homeless System Improvement Grants (YHSI) 
  • Data Analytics 
  • Housing Opportunities for People with HIV/AIDS (HOPWA) 
  • Health and Housing Systems Integration 
  • Victim Service Provider and Continuum of Care Partnerships (including implementation of Violence Against Women Act requirements, Emergency Transfer Plans, Data Collection, etc.) 

Timeline 

Contracts awarded under this RFQ may commence no earlier than August 2026 and may extend through June 2030. 

Compensation 

CSH requires all consultants/contractors to submit an hourly rate for all staff included in the application. All consultants/contractors will be paid on an hourly basis and will bill CSH monthly. Amount of work time will vary depending on program needs and on the consultants/contractors areas of interest and expertise. Any rates over $200 per hour will require additional justification and approval directly by HUD.  CSH will ask all consultants to confirm their rate annually.

  1. Attachment C: Acknowledgement of Financial Management & Administrative Requirements is only required for organizations. If you are an individual/sole proprietor, you do not need to complete this form. You can download this fillable PDF here: 2018_2019 AF Grantee Guidance for CCTA. Note: Financial Management System documentation requirement does not apply to individual contractor/sole proprietors.Organizations applying must be able to comply with the administrative and financial management requirements of the prime award from HUD, including the financial management standards for funds control and accountability, as specified in 2 CFR 200.302 and 2 CFR 200.303. Organizations who receive funding under a sub-recipient sub-award must have an active registration on the System for Award Management found at sam.gov. 
  1. Resume and/or Bio of Staff (required): Please send a resume and/or bio for all staff listed in Attachment A.  
  1. HUD Program Experience (optional): If there is not enough space in the program experience questions in Attachment A, you may send additional descriptions of each of the HUD Programs that you have knowledge/expertise in. Please include details on the type of experience and knowledge you have, years of experience, etc. 
  1. Project Example Narratives (optional): If there is not enough space in the project example questions in Attachment A, you may send additional descriptions of your project examples.   
     

Evaluation 

CSH will evaluate applications utilizing the following criteria: 

  • Demonstrated successful performance of substantially similar work; 
  • Staff experience and qualifications; 
  • Rate reasonableness and overall cost of services; and 
  • Ability to comply with the administrative and financial management requirements of the prime award from HUD. 

CSH will contact you regarding the determination of adding you as a CSH contractor. Please note that CSH requires contractors, including individuals and sole proprietors, to carry workers’ compensation insurance and commercial general liability insurance (CGL) while performing work under a CSH contract. Before a contract is signed, CSH will ask for documentation of insurance coverage.  

CSH contractors cannot have existing, pending or expired debarments that preclude them from doing business with the United States government and cannot have convictions for, nor have any pending indictments for, fraud or a criminal offense in connection with a public contract or subcontract.
