Each staff member who will assist participant in applying for housing must listen to or participate in a new user training session and submit a new user agreement to Emphasys, the entity that manages the SRN database called the PAIR Module. Please see the instructions below.

Where we started
The Illinois Statewide Referral Network (SRN) has had a remarkable journey, connecting people with supportive housing across the state. This collaboration, orchestrated by key stakeholders including the Illinois Housing Development Authority, Illinois Department of Human Services, the Illinois Department on Aging, and local social service providers, signifies a robust commitment to enhancing accessibility and support for vulnerable populations. Amidst its successes, SRN has encountered minor obstacles, such as streamlining communication channels, recruiting service providers in some rural areas, reducing barriers to housing and ensuring seamless coordination among diverse entities. However, through diligent efforts and adaptive strategies, these challenges have been systematically addressed, further fortifying the SRN’s efficacy in facilitating essential referrals and fostering holistic care within Illinois communities.
How we grew
The expansion of the Illinois Statewide Referral Network (SRN) has been marked by a concerted effort to widen its reach and inclusivity. Eligible SRN supportive housing populations encompass a diverse spectrum, ranging from people with disabilities to those experiencing or at-risk of homelessness, all of whom must demonstrate an income at or below 30% of the Area Median Income. It not only offers affordable rental housing to individuals with very low incomes but also provides an array of essential social and health services. SRN has grown to embrace a broader community, ensuring that individuals facing multiple barriers are able to be empowered to thrive and succeed within the Illinois landscape.

The Illinois Statewide Referral Network (SRN) has unwavering commitment to addressing housing insecurity and supporting individuals with multiple barriers to community living. Through its provision of Supportive Housing, the SRN has facilitated the attainment of stable and affordable rental accommodations for countless individuals with low incomes and disabilities. However, its achievements extend far beyond mere housing provision. In 2020 more than $18 million has been awarded to the Illinois Housing Development Authority (IHDA) and partners to produce more affordable units. The network’s robust framework has not only helped people secure homes but has also brought positive transformations within communities, empowering individuals to lead fulfilling and dignified lives. In essence, the SRN’s successes underscore its pivotal role in promoting equity, resilience, and inclusive prosperity across Illinois.

One critical challenge lies in its inability to cater to every population in need of access to affordable housing. Unlike the straightforward need for affordable housing, the threshold for supportive housing is considerably higher, requiring participants to have social and health services tailored to individuals with disabilities or multiple barriers to community living. This discrepancy presents a significant hurdle for the SRN, as it strives to balance the demand for affordable housing with specialized support necessary to meet the complex needs of its target demographic. Additionally, limited resources and funding constraints pose ongoing challenges, constraining the network’s capacity to expand its reach and adequately address the diverse needs of vulnerable populations across Illinois. These pain points underscore the continued collaboration, innovation, and advocacy to enhance the efficacy and inclusivity of the SRN in mitigating housing disparities and fostering equitable access to supportive services.
Look to the future
Making the system more racially equitable
Efforts to enhance the racial equity of the Illinois Statewide Referral Network (SRN) have been a focal point in its evolution, but significant challenges persist. Despite strides toward inclusivity, systemic barriers continue to hinder progress. One major struggle lies in dismantling deeply ingrained biases and disparities within the housing system, which affects marginalized communities, particularly people of color. Addressing these issues requires a multifaceted approach, including targeted outreach, culturally responsive services, and policy reforms aimed at combating discrimination and promoting fair housing practices. In 2021 the Redesigning Access by Centering Equity (RACE), initiative sought to raise and distribute $65 million in capital and support to BIPOC owned or led developers. The initiative aims to allocate more funds over the next five years. Ongoing dedication to promoting racial justice and equity remains paramount, as the SRN strives to create a more inclusive and accessible housing system for all residents of Illinois.SRN Services Pilot
The implementation of the SRN Services Pilot within the Illinois Statewide Referral Network (SRN) is a pioneering initiative aimed at enhancing service delivery and efficacy. SRN is an vital resource for people accessing the Housing Support Service Medicaid benefits. Through these positives, the SRN Service holds great promise in advancing the mission of the Illinois Statewide Referral Network to promote housing stability and holistic well-being for all residents of Illinois.
