New York, NY | July 10, 2025 – CSH celebrates the passage of Assembly Bill 366 (AB366), a landmark bipartisan measure that permanently establishes the Nevada Supportive Housing Development Account within the state budget. The bill, championed by Assemblywoman Daniele Monroe-Moreno (D) and signed into law by Governor Joe Lombardo (R) last month, includes an additional $21 million appropriation and ensures ongoing investment in supportive housing across Nevada.
“This law ensures that funding for supportive housing is a permanent responsibility of the Governor’s office,” said Brooke Page, CSH Southwest Director. “It became a reality because Assemblywoman Monroe-Moreno worked collaboratively with her Republican colleagues and the governor to prioritize communities in urgent need of resources. On behalf of the supportive housing sector and all Nevadans, CSH is profoundly grateful to Assemblywoman Monroe-Moreno, state leadership, and the Nevada Housing Coalition for their dedication to building a sustainable, high-quality supportive housing infrastructure.”
AB366 builds on the foundation laid by AB310, also championed by Monroe-Moreno and signed into law in 2023, which allocated $32 million to launch the Supportive Housing Development Fund. Since then, the Nevada Housing Division has selected its first project cohorts and is preparing to evaluate the Account’s impact.
Nevada is facing a growing homelessness crisis, and supportive housing offers a smart, cost-effective solution for individuals experiencing or at risk of homelessness who also live with a disability. A CSH national needs assessment estimates that Nevada requires approximately 6,924 units of supportive housing to meet current demand. Investments in supportive housing not only address urgent housing needs but also reduce long-term public costs by decreasing reliance on emergency rooms, shelters, and the criminal justice system.
Director Page worked closely with Assemblywoman Monroe-Moreno, the Nevada Housing Coalition, and a network of housing and service providers to ensure the Account is adequately resourced, operationally efficient, and accountable. The funding will drive supportive housing development, affordable housing paired with wraparound supportive services—a proven, cost-effective model that helps people remain housed and thrive.
