Ending Community Homelessness Coalition, Inc. (ECHO)
About the subgrant: Feasibility assessment for a Pay for Success structure to create supportive housing focused on super utilizers of health or other crisis resources.
CSH and its partners, the Center for Health Care Strategies and Third Sector Capital Partners, will work with ECHO to assess the feasibility of a Pay for Success initiative focused on creating supportive housing for vulnerable populations. Specifically, this project will target super utilizers of health care (including emergency department, outpatient, inpatient, and EMS), criminal justice and shelter services. Among other technical assistance, CSH anticipates working with ECHO to develop methods that a) determine eligibility for the initiative across the 3 systems, and b) identify payment structures that reflect the distribution of cost benefits among jurisdictional units. This project will target the city of Austin and Travis County. This project builds on innovative community efforts to scale supportive housing and complements the statewide transition to integrated behavioral and primary healthcare via managed care organizations, and it is consistent with the Community Care Collaboration's plans to implement a patient-centered medical home model for low-income individuals with complex chronic health conditions.
“In Austin, our data shows that Permanent Supportive Housing really works to stabilize families and individuals, but we need more of it. The opportunity to develop a Pay for Success model will help Austin engage investors to scale a proven intervention and eventually provide enough Permanent Supportive Housing for our neighbors who really need it, and need it the most.” - Marshall Jones, President of ECHO Board of Directors
