Description:
CSH is seeking a sub-contractor to develop a use cases guide for engaging people with lived experience (PLE) in homeless response systems. This project is funded through a technical assistance cooperative agreement with the United States Department of Housing and Urban Development’s (HUD) Office of Special Needs Assessment Programs. This subcontract opportunity can commence as early as April 6, 2026, and go through April 30, 2027.
The sub-contractor must be a person with lived experience of homelessness and experience working with HUD as a TA Provider.
The sub-contractor’s work will mainly comprise the following:
- Product Development: The subcontractor will develop a use cases document that captures effective practices and considerations for engaging people with lived experiences of homelessness. This work is intended to strengthen communication and resources and better equip Continuums of Care to understand and resolve homelessness locally. The sub-contractor will outreach to communities, advisory boards, people with lived experience, providers, etc. to identify effective practices and considerations.
- Coordination: Subcontractor(s) are responsible for coordinating with CSH, HUD, and other TA Providers through regular e-mail and phone communication as assigned.
- Reporting: The subcontractor will complete required federal reporting for work conducted on this agreement.
Milestones and Deliverables:
Deliverable 1: A Use Cases Guide on engaging people with lived experience in homeless response systems.
Deliverable 2: Monthly reporting.
Funding Available:
An amount not to exceed $75,000 is available for this project. Travel costs may be included in the final approved budget. CSH will confer with the approved applicant to develop a budget for the project.

The successful applicant will be awarded on a conditional basis, pending a conflict-of-interest review and submission of additional documents concerning rate substantiation and invoicing capacity.

Please note that CSH requires subcontractors, including individuals and sole proprietors, to carry workers’ compensation insurance and commercial general liability (CGL) insurance while performing work under a CSH subcontract. Before a contract is signed, CSH will ask for documentation of insurance coverage.
CSH subcontractors cannot have existing, pending or expired debarments that preclude them from doing business with the United States government and cannot have convictions for, nor have any pending indictments for, fraud or a criminal offense in connection with a public contract or subcontract.

[1] Financial Management System documentation requirement does not apply to individual contractor/sole proprietors.Organizations applying must be able to comply with the administrative and financial management requirements of the prime award from HUD, including the financial management standards for funds control and accountability, as specified in 2 CFR 200.302 and 2 CFR 200.303.
