Supportive housing is a scarce resource and should be targeted to serve those who need it most. Some tenants find that after years in supportive housing they don’t need the same level of service they once did, but they still need subsidized housing. PHAs are responding to this need by providing a variety of resources to help tenants who want to “move on” while freeing up apartments for those waiting for supportive housing. Some have created preferences in their Housing Choice Voucher or public housing programs. Others have project-based developments for people leaving supportive housing. MTW status is not required to establish a “Moving-On” initiative.

Chicago Housing Authority has created a preference for people referred by partner supportive housing agencies that are ready to “move on.” These agencies are then accountable for ensuring that the apartment freed-up by the move is assigned to someone in great need of supportive housing.
