CSH, Casey Family Programs, Chapin Hall, and Public Consulting Group, LLC, present the intersection of housing and child welfare and how funds from the American Rescue Plan (ARP) can support family wellbeing and stability.

Introducing our presenters:

David Sanders, PhD, Executive Vice President of Systems Improvement, Casey Family Programs 

David Sanders joined Casey Family Programs in July 2006. He oversees the foundation’s work with child welfare systems to improve practice, with an emphasis on ensuring safe and permanent families for children. He also oversees the foundation’s public policy and research work. In addition, President Obama appointed him chair of the federal Commission to Eliminate Child Abuse and Neglect Fatalities. Prior to joining Casey Family Programs, he directed all operations for the Los Angeles County Department of Children and Family Services

Clare Anderson, MSW, Senior Policy Fellow, Chapin Hall at the University of Chicago 

Clare Anderson is a Senior Policy Fellow at Chapin Hall at the University of Chicago. She uses research, policy, and fiscal levers to improve outcomes for children, youth, and families. Anderson engages child welfare agencies, stakeholders, and constituents in large-scale system change. This includes guiding states to implement the Family First Prevention Services Act. Additionally, Anderson is a national thought leader on economic and concrete support as core to the prevention of child welfare involvement, and the development of a family and child well-being system that prioritizes family support and cross-sector partnerships. 

 

 


Vanessa Megaw is the Outreach Director for Emergency Housing Programs at the U.S. Department of the Treasury where she leads the program’s engagement with participating Emergency Rental Assistance and Homeowner Assistance Fund. These efforts include maintaining the pulse of emergency housing program implementation and developing resources to support program success. She also engages with various stakeholder organizations including government associations, think tanks, and community organizations. Prior to Treasury, Vanessa led debt relief market research efforts at the Consumer Financial Protection Bureau. She has an MBA and MPPA from the University of Massachusetts, Amherst and a BA from Mount Holyoke College.

Namrata Mujumdar, Lead for Policy Outreach for State and Local Fiscal Recovery Funds, U.S. Department of the Treasury   

Namrata Mujumdar is the Lead for Policy Outreach for the State and Local Fiscal Recovery Funds program at the U.S. Department of the Treasury where she leads the program’s engagement with recipient governments, the public, and stakeholder organizations including government associations, think tanks, and community organizations. She is experienced in forming and implementing economic recovery and budget policies, with experience at the U.S. Treasury Department as a former appointee in the Obama administration, as a policy advisor to former Governor Strickland of Ohio, and as a staffer on Capitol Hill for both the House Budget Committee and a senior member of the Appropriations Committee. She has an MBA from Northwestern University's Kellogg School of Management and BA and BSBA from Ohio State University.

Jillian Fox, Director, Mid-Atlantic Region, Corporation for Supportive Housing (may be subbed out for someone at HUD) 

Jillian Fox (she/her) is an experienced professional with over fifteen years of diverse experience in the housing and homelessness fields. As Director, Jillian leads efforts to advance supportive housing opportunities in the Mid-Atlantic region (VA, MD, DC, and DE). In this role, she works with organizations and communities to increase investment, improve policies and practices, and advance multi-sector approaches to meeting the housing and services needs of individuals and families with children. Prior to joining CSH in 2015, she served as Deputy Director for the Virginia Coalition to End Homelessness, where she led the organization’s technical assistance and support to local communities and participated in statewide advocacy and policy efforts. She also worked for a Virginia-based nonprofit housing developer and owner of over 6,000 units of affordable rental housing throughout the southeast.

Travis Robinson, PCG Associate Manager, Public Consulting Group LLC  

Travis Robinson, PCG Associate Manager, has extensive experience in the management and administration of human services programs, specifically child welfare, juvenile justice, adult criminal justice and behavioral health and he has extensive experience in federal grant administration. As a seasoned project manager with his Project Management Professional (PMP) certification, Travis leads many of PCG's engagements with our human services clients. He is currently leading PCG’s work with the Kentucky Department of Community Based Services, Division of Child Care to administer the agencies ARPA funding available to childcare providers across the Commonwealth. PCG is managing the grant application process, quarterly payment calculations, and auditing and compliance monitoring of $450 million disbursed to 2,100 providers across Kentucky. Travis is also currently working with several states on their approach to planning and implementation of the Family First Prevention Services Act.

Katie Bright, PCG Associate Manager, Public Consulting Group LLC 

Katie Bright, PCG Associate Manager has an extensive background in financial management for child welfare agencies, with a comprehensive knowledge of Title IV-E eligibility and maintenance claiming, Title IV-E administrative claiming, Targeted Case Management Option under Medicaid, and the Social Security Block Grant. Katie manages PCG’s Family First Prevention Services Act consulting work across the country, and she currently manages our Pennsylvania OCYF Title IV-E compliance project which includes quality assurance of Title IV-E in each of the 67 counties, Random Moment Time Study management, provider rate recommendations, and Title IV-E waiver project management. Katie is also currently managing several teams of consultants helping states manage and disburse ARPA funding for childcare services.
