Subcontracting Opportunity: Speak Up Program in Indiana

Speak Up! is a curriculum empowering supportive housing residents to become community leaders. Through monthly workshops, one-on-one coaching, public speaking at community events and advocacy with elected officials, Speak Up! advocates develop skills to reclaim their lived-experience stories as messages of hope to create change. Once operational, our Indiana cohort will consist of 10-20 Speak Up! advocates annually. They will complete the training and participate in site tours, public meetings, community coalitions and a range of speaking engagements, reaching a broad audience. As a vehicle for tenant empowerment and advocacy, Speak Up! will demonstrate the transformative impact of tenant leadership in Indianapolis’ movement to end homelessness.

Through a grant from The Indianapolis Foundation, CSH is seeking a consultant to help create the framework for an Indiana Speak Up! program.

CSH will engage a consultant to support the planning effort and ensure Speak Up! is rooted in principles of racial equity.

Planned activities:

  • CSH and the consultant will facilitate a planning committee of 15-20 stakeholders to develop a Speak Up! implementation plan. The committee will include representation from:

  1. Individuals with lived experience of homelessness and system involvement, who will serve as equal partners in designing the program;
  2. Supportive housing providers, who will make referrals to the program;
  3. The performing arts community, who will serve as volunteer coaches; and
  4. Community organizations, funders and businesses, will advise on opportunities for Advocate engagement and community leadership, as well as resources to support the program.
  5. The committee will provide input into the implementation plan using CSH’s Speak Up! framework which will include timelines, committed partners, potential funding sources.
  6. Committee Meeting Support: This would include scheduling all committee meetings, assisting in developing agendas for a committee meeting, tracking and recording committee meetings and developing/identifying actionable items for the group.
  7. The expectation is for the committee to meet eight times by December 2022.
  • Develop the Speak Up! Implementation Plan based on the CSH’s Speak Up! Framework.

  1. The plan should include timelines, responsible parties
  2. Identify funding sources
  3. Identify potential collaborators and volunteers

Expected Outcomes, Milestones, and Deliverables:

  1. Create the committee
  2. Develop an implementation plan
  3. Identify funding sources

Funding Available:

The project is to be grant-funded by the Central Indiana Community Foundation (CICF) with an amount of up to $15,000. This position requires a commitment from May 2022 through December 2022, funding permitting.

  • Qualifications: Please share examples of work performed that demonstrate experience and expertise with the activities planned for this project, including client name and dates of engagement.
  • Project approach: Please describe the unique approach your firm would take with the project activities and why. Please note any activities that would be subcontracted or are not included in the proposed approach.
  • Budget: Please submit hourly rates for each person that will work on the project and their estimated percentage of the overall work, a proposed budget for the project, and the rationale for choosing the budget based on the proposed approach and consultant’s availability.
  • Any other information that would be important for CSH to have in consideration of the submission.
  • The total qualifications package should not exceed six pages.

Required Qualifications:

The selected consultant will have the following qualifications:

  • Experience and desire to be part of and work with racially diverse people and communities.
  • Demonstrated experience working with committees, coalitions or task forces to achieve a specific set of outcomes within the time period provided.
  • Understands the value of mentoring/coaching
  • Demonstrated experience setting and meeting interim deadlines and deliverables for project teams.
  • Clear writing skills.
  • Demonstrated connections or relationships to local art and non-profit organizations that address the needs of underserved populations.
  • Commitment to homelessness advocacy and inclusion.

Please note that CSH requires subcontractors, including individuals and sole proprietors, to carry workers' compensation insurance and Commercial General Liability (CGL) insurance while performing work under a CSH subcontract. CSH subcontractors cannot have existing, pending or expired debarments that preclude them from doing business with the United States government and cannot have convictions for, nor have any pending indictments for, fraud or a criminal offense in connection with a public contract or subcontract.
