Description:
CSH is seeking a sub-contractor(s) to participate on a Regional Technical Assistance (TA) Team and provide remote technical assistance to communities through On-Call assignments as identified by the United States Department of Housing and Urban Development’s (HUD) Office of Special Needs Assessment Programs to support homelessness crisis response. Please note: work can commence as soon as a signed contract by all applicable parties is received. The subcontracting opportunity is expected to continue through March 31, 2024.
CSH is seeking a sub-contractor that will serve on a SNAPS Regional Team as a critical touchpoint for CoCs. The sub-contractor will conduct TA within the region according to the regional TA plan developed by each regional team; organize calls within their respective regions to maximize opportunities to assist Continuums of Care in selected focus areas; disseminate guidance, tools, and resources to the identified points of contact within each Continuum of Care; and serve as the primary point of contact by answering questions, providing assigned on-call technical assistance, and connecting communities to resources. The sub-contractor will utilize the Regional Teams Focus and Protocol document and Regional Team Plan as guidance for their work.
Qualifications and Specialized Expertise needed by the Subcontractor:
- The breadth of knowledge across Continuum of Care and Emergency Solutions Grant programs, Homeless Management Information Systems (HMIS), other systems of care, and partnership building.
Members of the Regional Technical Assistance Team are asked to make a two-year commitment to ensure continuity.
The sub-contractor’s work will mainly comprise of the following:
- Regional Team Participation: Subcontractor(s) will provide remote technical assistance up to two hours per month per assigned community. Number of communities assigned may vary but will be between 6-14.
- On-Call Technical Assistance: Subcontractor(s) may be assigned on-call assignments to provide up to 32 hours of technical assistance to a Continuum of Care on a targeted topic. It is anticipated that no more than 12 on-call assignments will be assigned in the two-year time period.
- Coordination: Subcontractor(s) are responsible for coordinating with CSH, HUD, and other TA Providers through regular e-mail and phone communication as assigned.
- Reporting: The subcontractor will complete required federal reporting for work conducted on this agreement.
Milestones and Deliverables:
- Deliverable 1: Participate on the assigned Regional TA Team providing meaningful input, facilitation, and action steps.
- Deliverable 2: Provide quality on-call technical assistance on each identified topic area.
- Deliverable 3: Monthly reporting.
Funding Available:
An amount not to exceed $149,900 is available for this project.

The successful applicant will be awarded on a conditional basis, pending a conflict of interest review and submission of additional documents concerning rate substantiation and invoicing capacity.

In order to be considered for this subcontracting opportunity, full completion and submission of the forms below are required by Friday, April 1, 2022. Organizations applying must be able to comply with the administrative and financial management requirements of the prime award from HUD, including the financial management standards for funds control and accountability, as specified in 2 CFR 200.302 and 2 CFR 200.303.
Organizations cannot have existing, pending or expired debarments that preclude them from doing business with the United States government and cannot have convictions for, nor have any pending indictments for, fraud or a criminal offense in connection with a public contract or subcontract. Organizations who receive funding under a sub-recipient sub-award must have an active registration on the System for Award Management found at sam.gov.

Evaluation:
CSH will evaluate applications and select a valid proposal utilizing the following criteria:
- Demonstrated successful performance of substantially similar work;
- Staff experience and qualifications;
- Rate reasonableness and overall cost of service; and
- Ability to comply with the administrative and financial management requirements of the prime award from HUD.

Please note that CSH requires subcontractors, including individuals and sole proprietors, to carry workers’ compensation and commercial general liability insurance while performing work under a CSH subcontract.
