Subcontracting Opportunity: Bring California Home Education Campaign

CSH has developed and is working with a coalition of statewide stakeholders in the Bring California Home campaign to create and advocate for an ongoing revenue source to fund solutions to homelessness. We are seeking a subcontractor to support the Coalition in implementing this exciting and monumental education campaign. The campaign will educate California state policymakers on homelessness and solutions to homelessness. The subcontractor will 1) work with communications staff of the Bring California Home Coalition to help identify and draft topline messages add graphics and design features, and finalize materials the Coalition drafts that will engage policymakers, 2) update the Bring California Home website, 3) draft toolkits to help Coalition members and partners pursue social media channels and other forms of communication with policymakers, 4) help connect the Coalition to mainstream media, and 5) funding permitting, draft and submit digital ads.

Planned activities:

Part 1: Developing, Designing, and Finalizing Coalition Materials

  1. The consultant will help CSH staff and other Coalition members create messaging and materials that resonate and persuade state policymakers, including, but not limited to, the following:
  • Fact sheets,
  • Powerpoint presentations,
  • Briefing materials,
  • Videos,
  • Website content, and
  • Other materials the Bring California Home Coalition creates.

2. Update the Bring California Home website (at www.bringCAhome.org) by:

  • Seeking input from the Bring California Home Coalition;
  • Adding content consistent with the education campaign;
  • Adding materials the Coalition develops; and
  • Adding relevant news articles to the website.

Part 2: Disseminate Messages

  1. Draft toolkits to help Coalition members and partners participate in the education campaign through:
  • Developing sample tweets;
  • Drafting sample e-mails to legislators; and
  • Amplifying topline messaging.

2. Help the Coalition connect to mainstream media through—

  • Making connections to editorial boards of large media outlets, popular with policymakers,
  • Helping draft op-eds and blogs, and
  • Additional funding permitted, create and place digital ads.

Expected Outcomes, Milestones, and Deliverables:

  1. Professionally designed, eye-catching materials that include strong topline messages that resonate with policymakers.
  2. An updated Bring California Home website.
  3. Toolkits that help the Bring California Home Coalition to organize Twitter storms, e-mails, etc.
  4. Pitch and secure meetings with editorial boards of major media outlets state policymakers read.
  5. Placed op-eds and blogs.

Funding Available:

The project is anticipated to be grant-funded by the California Community Foundation, the May & Stanley Smith Charitable Trust, the Conrad N. Hilton Foundation, and the California Healthcare Foundation with an amount up to $100,000. This position requires a commitment from December 2021 through May 2022, potentially extended through the end of 2022, funding permitting.

  • Qualifications: Please share examples of work performed that demonstrate experience and expertise with the activities planned for this project, including client name and dates of engagement.
  • Project approach: Please describe the unique approach your firm would take with the project activities and why. Please note any activities that would be subcontracted or are not included in the proposed approach.
  • Budget: Please submit hourly rates for each person that will work on the project and their estimated percentage of the overall work, a proposed budget for the project, and the rationale for choosing the budget based on the proposed approach and consultant’s availability.
  • Any other information that would be important for CSH to have in consideration of the submission.
  • The total qualifications package should not exceed six pages.

Required Qualifications:

The selected consultant will have the following qualifications:

  • Demonstrated experience working with coalitions focused on policy development and advocacy.
  • Clear writing skills.
  • Demonstrated experience in communications and/or marketing, preferably around social justice issues.
  • Proficiency in website content management systems (CMS) and writing content that drives website traffic and engagement.
  • Demonstrated connections or relationships to mainstream media and/or policymakers in Sacramento.
  • Demonstrated experience setting and meeting interim deadlines and deliverables for project teams.
  • Experience and/or interest in California State legislative process.
  • Experience and desire to be part of and work with racially diverse people and communities.
  • Commitment to homelessness advocacy and inclusion.

Please note that CSH requires subcontractors, including individuals and sole proprietors, to carry workers’ compensation insurance and Commercial General Liability (CGL) insurance while performing work under a CSH subcontract.  CSH subcontractors cannot have existing, pending or expired debarments that preclude them from doing business with the United States government and cannot have convictions for, nor have any pending indictments for, fraud or a criminal offense in connection with a public contract or subcontract.
