Senior Program Manager, Los Angeles Team

Why we need you:

CSH is seeking an enthusiastic, results-oriented individual committed to racial equity and advancing anti-racism practices to support efforts to expand housing and services solutions for highly impacted populations, increase cross-sector involvement, and create quality supportive housing. All CSH staff are working virtually until our offices open post-pandemic and the position will work from the Los Angeles office when in-person work resumes. CSH anticipates that we will support partial work from home requests when in-person work resumes.

What you will do:

With limited supervision, this position is responsible for implementation of programs, projects and initiatives. Duties include:

  • Deliver in-person and virtual technical assistance and trainings on all aspects of supportive housing.
  • Support efforts in Los Angeles to create a multi-sector approach to create supportive housing for individuals experiencing homelessness.
  • Contribute to CSH’s priorities to advance racial equity, address racial disparities in housing and services and engage and collaborate with communities of color, culturally specific organizations and persons with lived experience of homelessness.
  • Act as project manager for contracts and/or grants, ensuring clearly defined team roles, on-time and on-budget deliverables and delivery of quality products. CSH expects project managers to foster a work environment based on quality teamwork, mutual accountability and high-quality performance.
  • Establish and maintain high-quality relationships and partnerships with key community stakeholders, particularly with community-based supportive housing providers, staff from city and county agencies including the Los Angeles County Development Authority, the Los Angeles Housing and Community Investment Department, the Los Angeles Housing Authority City of Los Angeles, the Los Angeles Continuum of Care, community health care centers, behavioral health programs, criminal justice systems, non-profit and for-profit housing developers and other recipients receiving CSH technical assistance.
  • Cultivate new relationships and funding opportunities including fielding and responding to external requests for resources and support. Participate in team fund development activities.
  • Provide system transformation, training, technical assistance, written resources and support to supportive housing partners and providers to foster a pipeline of high-quality supportive housing, including relationship and partner development. Facilitate ongoing developer/operator coordination through development, lease-up and operations. Participate in regional planning and operations discussions and activities.
  • Collaborate with other Los Angeles staff members, to help CSH position itself in new ways that are relevant and sought-after by our partners.
  • Frequent local and regional travel and occasional national travel required (when it is safe to do so, once in-person gatherings resume.)

  • 5+ years of experience in supportive housing or related fields (i.e., affordable housing, behavioral health or community development).
  • Bachelor’s degree; equivalent experience may substitute for education.
  • Experience incorporating the perspectives of multiple communities, including communities of color, in the consideration of impacts and outcomes of a decision-making process.
  • An understanding of the concepts of institutional and structural racism and bias and their impact on underserved and underrepresented communities is preferred.
  • An understanding of the dimensions of high-quality supportive housing and demonstrated experience working in or funding permanent supportive housing with a focus on services and operations.
  • Strong verbal and written communication skills, including business writing.
  • Ability to facilitate cross-sector meetings and train, develop training curriculum, be an active listener and represent CSH externally and internally.
  • Previous project management experience with demonstrated leadership and organizational skills and the ability to manage project teams, project budgets and deadlines with moderate supervision.
  • Expertise in providing technical assistance/consulting services to diverse stakeholders including government.
  • Experience with colleagues and external audiences in the areas of public policy, systems change, housing development/operations and the delivery of supportive services.
  • Strong analytical, interpersonal, presentation and written and verbal communication skills with the ability to present to diverse audiences, specifically racially, ethnically and socially diverse communities.
  • Experience tracking and responding to federal, state and local policy initiatives relevant to Los Angeles.
  • Ability to lead initiatives and implement projects and pursue goals with minimal supervision.

Compensation:

CSH offers generous benefits, opportunities for professional growth, and competitive salaries. The mid-range salary for CSH’s Senior Program Manager position in Los Angeles is $75,000 - $100,000 depending on your experience in similar roles and your experience related to the qualifications. It is customary for candidates to join CSH at the lower third of the range and it is very rare for starting salaries to be above the mid-point of the range. We negotiate actual salaries with final candidates and offer this guidance in support of our commitment to transparency.
