Request for Proposal (RFP): Gender Identity Working Group Member and Product Development

Description:

CSH is seeking a sub-contractor(s) to participate in a Gender Identity Work Group and develop products as identified by the United States Department of Housing and Urban Developmentā€™s (HUD) Office of Special Needs Assessment Programs to support homelessness crisis response. This subcontract opportunity can commence as early as August 20, 2021, and go through July 31, 2023.

CSH is seeking a sub-contractor (2 individuals and/or 2 staff from one agency) that will coordinate expertise with lived experience and expertise in youth homelessness to support the Gender Identity workgroup with other Technical Assistance Firms.  The workgroup consists of 12-15 community stakeholders and is aimed at helping communities with collecting gender identity data in a way that is respectful and honors the individuality of program participants; does not disenfranchise or harm LGBTQ+ individuals, and is culturally sensitive and trauma-informed. In addition, this work will incorporate the perspectives and insights of youth, young adults and adults with lived expertise to develop consumer-informed plans, policies, and practices around the collection of gender identity.

Qualifications and Specialized Expertise needed by the Subcontractor team:

  • Providing Youth Collaboration Technical Assistance
  • Having recent, lived experience of youth homelessness
  • Working with local or national partners on policies and practice efforts to end youth homelessness
  • Working on policies and practice efforts to address racial and gender equity, and
  • Adjusting local systems for more equitable outcomes.

The project is a two-year effort with Gender Identity data collection tools developed during August 2021 - October 2021 and Gender Identity data element recommendations and testing occurring between August 2021 - July 2023.  The workgroup is anticipated to meet twice a month for one hour (with additional prep time) with the stakeholders and an anticipated 300 hours for product development time for the data collection tools and data element testing.

The sub-contractorā€™s work will mainly comprise of the following:

  1. Product Development: Support the Gender Identity stakeholder group which will be comprised of people with lived experience, recipients, advocacy organizations, and researchers to obtain input and feedback on training products; recommendations on future Gender Identity data collection elements; and participation and feedback on Gender Identity data elements testing. Provide subject matter expertise to improve the data collection practices for LGBTQ individuals experiencing homelessness. And co-create with other Technical Assistance Firms: Quick, easily digestible tools for case managers to help collect Gender Identity data. Make recommendations regarding changes to the FY 2024 Gender Identity data elements. Provide findings and recommendations based on testing of data elements in 3 to 5 pilot communities. 
    1. Coordination: Subcontractor(s) are responsible for coordinating with CSH, HUD, and other TA Providers through regular e-mail and phone communication as assigned.
    1. Reporting: The subcontractor will complete required federal reporting for work conducted on this agreement.

Milestones and Deliverables:

Deliverable 1: Participate on the Gender Identity Working Group providing meaningful input, facilitation, and action steps.

Deliverable 2: Develop quality written products identified by the Gender Identity Working Group.

Deliverable 3: Monthly reporting.

Funding Available:

An amount not to exceed $149,900 is available for this project.

In order to be considered for this subcontracting opportunity, full completion and submission of the forms below are required byĀ Monday, August 16, 2021.Ā Organizations applying must be able to comply with the administrative and financial management requirements of the prime award from HUD, including the financial management standards for funds control and accountability, as specified in 2 CFR 200.302 and 2 CFR 200.303. Organizations cannot have existing, pending or expired debarments that preclude them from doing business with the United States government and cannot have convictions for, nor have any pending indictments for, fraud or a criminal offense in connection with a public contract or subcontract. Organizations who receive funding under a sub-recipient sub-award must have an active registration on the System for Award Management found at sam.gov.

All of the application information and forms must be submitted fully completed for consideration.

Evaluation:

CSH will evaluate applications and select a valid proposal utilizing the following criteria:

  • Demonstrated successful performance of substantially similar work (up to 30 points);
  • Staff experience and qualifications (up to 30 points);
  • Rate reasonableness and overall cost of services (up to 20 points); and
  • Ability to comply with the administrative and financial management requirements of the prime award from HUD (up to 20 points).
