Request for Proposal (RFP): Public Housing Authority Operations Expertise

Description:

CSH is seeking a subcontractor(s) to provide technical assistance (TA) funded by United States Department of Housing and Urban Development’s (HUD) Office of Special Needs Assistance Programs (OSNAP).

The goal of the TA is to help Public Housing Authorities (PHAs) increase their knowledge of HUD’s Family Unification Program (FUP) in areas critical to the administration of the program.

In collaboration with CSH and HUD, subcontractor(s) are responsible for:

  • Assisting in the development of topic guides and webinars that help PHAs understand:
    • Developing and maintaining effective partnerships to serve families and youth.
    • Engaging persons with lived experiences in areas of program development, implementation, and effective communication with persons with lived experience accessing and participating in the program.
    • Leveraging data to determine need and target resources.
    • Best practices for engaging FUP youth participants in accessing resources such as FSS and other programs available to help achieve self-sufficiency and better financial outcomes.
    • Identifying and leveraging supportive services for both families and youth.
    • Operational difference between using FUP for families and youth.
    • Entering into Memorandums of Understanding (MOU) or other partnership agreements.
    • Project-basing FUP.
    • Developing data and tracking metrics for tracking and improvement purposes.
    • Defining success for the PHA, child welfare agency, family or youth, and other community metrics.
    • Waiting list basics.

Sub-contractor(s) should have the following qualifications and specialized expertise:

  • experience supporting quality implementation of housing and services that support families and youth and young adults experiencing homelessness at a Public Housing Authority;
  • knowledge of HUD’s Family Unification Program; and
  • familiarity with family and youth serving systems including child welfare, justice, education, and health;
  • working with local or national partners on policies and practice efforts to end homelessness.

This subcontract opportunity will commence immediately upon the selection of the subcontractor and will go through May 30, 2021.

The subcontractor’s work will mainly comprise of the following:

  1. Product Development: Assist CSH with the development of up to seven topic guides (of not more than 5 pages each) and a four-part webinar series focused on increasing knowledge of PHAs on FUP.
  2. Coordination: Subcontractor(s) are responsible for coordinating with CSH, HUD, and other TA Providers through regular e-mail and phone communication as assigned.
  3. Reporting: Subcontractor(s) are responsible for complying with all Federal and CSH reporting requirements on this agreement.

Milestones and Deliverables:

Deliverable 1: Subcontractor(s) will develop topic guides and webinar content focused on improving the capacity of PHAs around the Family Unification Program.

Deliverable 2: Subcontractor(s) will create reports including monthly invoicing narratives per product, and any ad hoc reporting requested.

Funding Available:

An amount not to exceed $50,000 is available for this project.

Application Process:

In order to be considered for this subcontracting opportunity, completed versions of the forms below must be submitted to fedta@csh.org no later than March 3, 2021. Successful applicant will be awarded on a conditional basis, pending a conflict of interest review and submission of additional documents concerning rate substantiation and invoicing capacity. 

You may apply as an individual subcontractor or as an organization, including up to 6 staff members in the application. The following forms are included:

Please submit: all completed forms, your resume (or resumes for all staff members listed on Attachment C), and a 2-paragraph description of your core competencies and accomplishments (or applying organization’s competencies) along with a sample of supporting documentation generated by your organization’s financial management system[1] that can demonstrate your ability to comply with 2 CFR 200.302 and 2 CF 200.303 to fedta@csh.org by Wednesday, March 3, 2021.

In order to be considered for this subcontracting opportunity, full completion and submission of the forms below are required by Wednesday, March 3rd 2021. Organizations applying must be able to comply with the administrative and financial management requirements of the prime award from HUD, including the financial management standards for funds control and accountability, as specified in 2 CFR 200.302 and 2 CFR 200.303. Organizations cannot have existing, pending or expired debarments that preclude them from doing business with the United States government and cannot have convictions for, nor have any pending indictments for, fraud or a criminal offense in connection with a public contract or subcontract. Organizations who receive funding under a sub-recipient subaward must have an active registration on the System for Award Management found at sam.gov.

All of the application information and forms must be submitted fully completed for consideration.

Evaluation:

CSH will evaluate applications and select a valid proposal utilizing the following criteria:

  • Demonstrated successful performance of substantially similar work (up to 30 points);
  • Staff experience and qualifications (up to 30 points);
  • Rate reasonableness and overall cost of services (up to 20 points); and
  • Ability to comply with the administrative and financial management requirements of the prime award from HUD (up to 20 points).
  • We will contact you regarding the determination of adding you as a CSH subcontractor. Please note that CSH requires subcontractors, including individuals and sole proprietors, to carry workers’ compensation and commercial general liability insurance while performing work under a CSH subcontract.
