Contracting Opportunity: Legal Services to Build Capacity for Supportive Housing Development and Providers (Los Angeles, CA)

Description: CSH seeks a consultant who has demonstrated experience in successfully providing legal services to advance supportive housing development and build the capacity of supportive housing providers in Los Angeles.

The desired outcomes are:

1) to provide advocacy to overcome barriers to supportive housing development in the greater Los Angeles region; and

2) direct legal services to help build the capacity of supportive housing sector (including land use and entitlements work), targeting supportive housing development in underserved and under-resourced Service Planning Areas (SPAs) of Los Angeles County.

The consultant will work with CSH, its network of supportive housing developers and providers, and regional jurisdictional staff to guide and combat NIMBYism.

Planned activities:

The project activities include:

  • Develop content and deliver workshops on topics related to state legislative guidelines, barrier removal in land use and zoning, and racial equity in policymaking, etc., as related to supportive housing development;
  • Develop tools and strategies to effectively engage and advance supportive housing development; and
  • Deliver direct legal services to supportive housing developers and providers to increase capacity to provide quality supportive housing.

Consultant qualifications and roles:

CSH understands that the scope of work requested may be conducted by a single consultant, a consultant group, or by an organization. The proposal should provide the name, title, address, telephone number and email address for each person engaged in the project. If an organization, consultant group or partnership of consultants is involved, the proposal should indicate who will serve as the point person for the work.

The proposal must describe the consultant’s qualifications to conduct the scope of work activities, expertise, knowledge and experience. Experience should include examples of conducting similar or related work. The proposal should contain a description of the activities to be conducted by the consultant to complete the requested scope of work including:

  • An understanding of the work to be performed and estimated hours.
  • The specific activities to be conducted.
  • A timeline for the activities at each stage.
  • Milestones and deliverables tied to those activities.
  • Identification of the project lead.
  • Qualifications of staff assigned to the project.
  • Resume of staff assigned to the project with information on education, position in the firm, years and type of experience, and continuing education.

Funding available:

An amount not to exceed $40,000 is available for the project.

Applications received on or before the deadline will be evaluated based on the following criteria:

  • Demonstrated successful performance of substantially similar and relevant work;
  • Experience and expertise in the field of older adults, homeless services, supportive housing and/or affordable housing;
  • Years of experience within a mission-driven organization directing significant system changes and/or expansions; and
  • Reasonableness of rate and overall project cost.

Special consideration will be given to small, disadvantaged, minority or women-owned businesses. Please note that CSH requires subcontractors, including individuals and sole proprietors, to carry workers’ compensation and general commercial insurance while performing work under a CSH subcontract. CSH subcontractors cannot have existing, pending or expired debarments that preclude them from doing businesses with the United States government and cannot have convictions for, nor have any pending indictments for, fraud or a criminal offense in connections with a public contract or subcontract.
