Contracting Opportunity: Behavioral Health Community Input (San Diego, CA)

Description:

CSH seeks a consultant who has demonstrated experience in successfully gathering a broad range of input from consumers of County of San Diego Behavioral Health Services (BHS) along with family members and other community stakeholders. The consultant will work with the CSH San Diego team to develop and implement an online survey that will inform the development of a BHS Strategic Housing Plan, will assist with planned focus groups, and will assist with gathering consumer input while socially distant. Ideally, the consultant will be experienced in providing outreach to and gathering information from a variety of specific identity-based BHS communities (e.g. people experiencing homelessness, people who have recently found housing, people who have experiences with the criminal justice system, people with co-occurring disorders, and people who speak Spanish and other languages).

Planned activities:

The project activities include:

  1. Assist in the development of an online survey.
  2. Launch, promote, and manage the online survey.
  3. Deliver a report on the results of the online survey.
  4. Assist in the development and delivery of 16 focus groups that may be held virtually or safely in a socially distant format, subject to Public Health directives.

Expected Outcomes, Milestones, and Deliverables:

The planning for the online survey and focus groups will begin in November 2020 and must be completed by April 30, 2021.

Deliverable 1: Assist in the development of an online survey.  Launch, promote, and manage the online survey for consumers of San Diego County BHS services.

Deliverable 2: Report summarizing the results of the online survey.

Deliverable 3: Assist in the development and delivery of 16 focus groups, including assistance with the focus group summaries.

Consultant qualifications and roles:

CSH understands that the scope of work requested may be conducted by a single consultant, a consultant group, or by an organization. The proposal should provide the name, title, address, telephone number, and email address for each person engaged in the project. If an organization, consultant group, or partnership of consultants is involved, the proposal should indicate who will serve as the point person for the work.

The proposal must describe the consultant’s qualifications to conduct the scope of work activities, expertise, knowledge, and experience. Experience should include examples of conducting similar or related work. The proposal should confirm that the consultant will carry out all of the activities described in the Planned Activities section above and should include the qualifications of staff assigned to the project.

Funding Available:

An amount not to exceed $22,500 is available for this project.

Applications may be submitted in any format the respondent chooses to use. Applications received before the deadline will be evaluated based on the following criteria:

  • Demonstrated successful performance of substantially similar work;
  • Relevant project work specific to gathering feedback from people who access San Diego County funded Behavioral Health services;
  • Years of relevant experience; and
  • Rate reasonableness and overall cost of services.

Special consideration will be given to small, disadvantaged, minority, or women owned businesses. 

Please note that CSH requires subcontractors, including individuals and sole proprietors, to carry workers’ compensation and Commercial General Liability insurance while performing work under a CSH subcontract. In addition, subcontractors must demonstrate they meet the County of San Diego Insurance requirements (details available upon request). CSH subcontractors cannot have existing, pending or expired debarments that preclude them from doing business with the United States government and cannot have convictions for, nor have any pending indictments for, fraud or a criminal offense in connection with a public contract or subcontract.
