Contracting Opportunity: Developing a Cross-Sector Convening (Los Angeles, CA)

Second Cohort Older Adult and Homeless Services Cross-Sector Convening

Description:

CSH seeks a consultant who has demonstrated experience in successfully facilitating cross-sector convenings to foster collaboration focused on providing housing and supportive services for older adults who are living in or at risk of homelessness in Los Angeles. The desired outcome is to build on a 2019 CSH cross-sector convening initiative to create additional partnerships, resource referrals, and dialogue among agencies providing older adult services, homeless services, and supportive housing in Los Angeles Service Planning Areas (SPAs) 2 and 7. This second cohort will focus on Los Angeles SPAs 4, 5, and 6. The consultant will work with CSH, the Los Angeles Homeless Services Authority (LAHSA), and the United Way to guide and record the convenings and incorporate recommendations into a report and materials. 

Planned activities:

The project activities include:

  • Hold 16 planning meetings via teleconference or on-line to determine convening objectives, target participants, and determine location and dates of cross-sector convenings.
  • Create email invitations to announce convenings and solicit participation.
  • Facilitate web-based technology, registration process, master roster, and announcements.
  • Plan content, breakouts, and structure of convenings.
  • Create meeting agendas, materials, timeframe, and speaking roles.
  • Facilitate 20 ninety-minute on-line cross-sector convenings.
  • Prepare all meeting follow-up and notes.
  • Incorporate recommendations from convenings into a recommendations report.

Expected outcomes:

Success will be measured through the following outcomes:

  • Planning meetings to determine objectives, target participants, and identify the date/location of meetings are held.
  • Cross-sector convening planning is complete, including on-line location and registration logistics.
  • Emails, content, agendas, power points, materials, and correspondence are finalized.
  • Eight cross-sector convenings, reaching at least 35 participants, are held.
  • Recommendations from convenings are incorporated into a recommendations report.

Consultant qualifications and roles:

CSH understands that the scope of work requested may be conducted by a single consultant, a consultant group, or by an organization. The proposal should provide the name, title, address, telephone number and email address for each person engaged in the project.  If an organization, consultant group, or partnership of consultants is involved, the proposal should indicate who will serve as the point person for the work.

The proposal must describe the consultant’s qualifications to conduct the scope of work activities, expertise, knowledge and experience. Experience should include examples of conducting similar or related work. The proposal should contain a description of the activities to be conducted by the consultant to complete the requested scope of work including:

  • An understanding of the work to be performed and estimated hours.
  • The specific activities to be conducted.
  • A timeline for the activities at each stage.
  • Milestones and deliverables tied to those activities.
  • Identification of the project lead.
  • Qualifications of staff assigned to the project.
  • Resume of staff assigned to the project with information on education, position in the firm, years and type of experience, and continuing education.

Funding available:

An amount not to exceed $20,000 is available for the project.

Applications received on or before the deadline will be evaluated based on the following criteria:

  • Demonstrated successful performance of substantially similar and relevant work.
  • Experience and expertise in the field of older adults, homeless services, supportive housing and/or affordable housing.
  • Years of experience within a mission-driven organization directing significant system changes and/or expansions; and
  • Reasonableness of rate and overall project cost.

Special consideration will be given to small, disadvantaged, minority or women-owned businesses. Please note that CSH requires subcontractors, including individuals and sole proprietors, to carry workers’ compensation and general commercial insurance while performing work under a CSH subcontract. CSH subcontractors cannot have existing, pending or expired debarments that preclude them from doing businesses with the United States government and cannot have convictions for, nor have any pending indictments for, fraud or a criminal offense in connections with a public contract or subcontract.
