Consultant Request for Qualifications

Description:

CSH is seeking to pre-qualify firms, non-profit organizations, and individuals to be a part of a pool of potential sub-contractors who are available to partner with CSH on several upcoming projects.  Admission into this pool does not guarantee work with CSH.  CSH is an equal opportunity provider and will grant sub-contracting awards based on the scope of work, connection to community, organizational diversity, geography, and best fit. Subcontractor(s) will support CSH in a variety of efforts related to forwarding our mission of advancing solutions that use housing as a platform for services to improve the lives of the most vulnerable people, maximize public resources and build healthy communities.  CSH is actively looking for subcontractors to enhance CSH’s efforts and expertise in areas related to race equity, health care, centering the voices of people with lived experience, community development and community engagement, child welfare and other content areas that intersect with supportive housing.

Sub-contractors support CSH teams in a variety of activities that support scaling supportive housing through systems integrations.  As such potential activities could include:

  1. Work on projects that increase access, improve quality and scale supportive housing, including, but not limited to: training, RFP development, property management, budgeting, Quality Assessment, program design and development, data analysis, advocacy, sector engagement, relationship development, and other related activities;
  2. Develop and conduct trainings and charrettes related to quality supportive housing, service provision and/or intersection with other sectors that impact people living in supportive housing;
  3. Create and deliver training content that elevates and includes the voices of people with lived expertise and direct service provider perspectives related to quality supportive housing, operationalizing race equity and service provision;
  4. Collect qualitative and quantitative data, including planning focus groups, survey, community meetings, or interviews; analyze data and complete reports;
  5. Engage state and local agencies and non-traditional partners in understanding the scope and need for supportive housing across the state;
  6. Assist in the drafting of reports and documents for external distribution;
  7. Conduct and or/advise program evaluation activities and research;
  8. Prepare financial modeling and/or cost analysis summaries related to supportive housing.

Desired Candidate/Firm Profile:

The ideal Contractor will possess the following skills:  

  • Be in good standing with all federal and local laws and regulations. Failure to disclose any such violations will result in termination of any agreement;
  • 3 years’ experience working in supportive/affordable housing, working with vulnerable populations and communities of color, state Medicaid and/or health care programs, supporting program evaluation and/or another related field;
  • Demonstrated knowledge and experience providing technical assistance, consulting services and/or trainings to diverse stakeholders including government agencies, health care entities, supportive housing providers and other systems that serve vulnerable populations;
  • Experience incorporating the perspectives of multiple communities, including communities of color, in the consideration of impacts and outcomes of a decision-making process.
  • A demonstrated understanding of the concepts of institutional and structural racism and bias and their impact on Black, Indigenous and people of color is preferred;
  • Ability to establish and maintain high quality relationships with varied stakeholders;
  • Strong creative sensibility, ability to think critically and strategically and the talent to take initiative to implement projects and pursue goals with moderate supervision;
  • Strong analytical, interpersonal, presentation and written and verbal communication skills with the ability to present to diverse audiences, specifically racially, ethnically and socially diverse communities;
  • Demonstrated project management experience and ability to manage multiple project teams and deadlines;
  • Excellent computer skills including knowledge of MS Word, Excel, Outlook and Access and experience with online training platforms, such as WebEx or Zoom.

  • Name of the consultant and/or business, contact person, and contact information: Provide address, telephone, mobile telephone number, fax number, e-mail address, and web address, as applicable;
  • It is the policy of CSH to achieve race and gender equity and to foster small business opportunity in the award and implementation of contracts and subcontracts. As such, please indicate if you or your firm are a certified minority or women-owned business;
  • Provide a brief description of yourself or your firm, including founding and history; number of employees, if applicable; service areas; and, awards or other forms of recognition.
  • If applying as an individual, please include current resume or curriculum vitae (CV).
  • As CSH is a national organization and perform work all over the country, please indicate which areas of the United States that you are willing/able to work in and your experience and comfort level delivering trainings virtually using online training platforms.  Please also note any geographic preferences or constraints.
  • Proof of ability to work in the US will be requested upon contract signing.

Qualifications:

  • Use the chart provided in Attachment A to indicate the specific skills and experience that you can offer CSH as a sub-contractor; specifically
    • Provide examples of relevant work and / or portfolios or case studies (websites are acceptable examples if they include a wide array of your work product and are accessible)
  • In a separate Attachment, list the name, race, ethnicity, and gender identity of each member of your board of directors.
    • Describe if any team members include people with lived expertise/experience of homelessness or other relevant systems
    • Describe the racial/ethnic, cultural, linguistic and socio-economic background of key team members and their expertise and experience in addressing the service and housing needs of Black, Indigenous and other communities of color.

What policies, procedures, or guidelines have you established to ensure that services are delivered equitably?

  • Experience and References:
    • Has the consultant or firm done work with CSH in the past 18 months? If so, please describe that work and list your contacts at CSH.
    • List a description of recent (within the past 5 years) of similar work or projects performed that are similar to that described above. Provide as much detail as possible, attaching additional information as appropriate.
    • Has the consultant or firm ever been terminated from a project before project completion? If yes, explain.
    • Provide a minimum of three (3) client references we may contact who can speak to experience on similar projects.
  • Budget:
    • Provide a schedule of fees including any retainer fees, hourly charges, reimbursements for travel, and extra rates applied under any circumstances (do not omit any of the fees or rates you charge).
    • How long will you commit to your quoted hourly charges and rates? Please provide month and year these rates are expected to change/be updated. (For example: “Rates are updated every 2 years based on market analysis. Our firm commits to maintaining these rates until December 2021”).

Timeline and Review Process

Applications will be accepted on a rolling basis and evaluated based on the following criteria:

  • Contractor/Vendor Description
  • Demonstrated successful performance of substantially similar work
  • Qualifications
  • Experience and References
  • Budget and Rate reasonableness and overall cost of services
  • Special consideration will be given to small, disadvantaged, minority or women-owned businesses

Please note that CSH requires subcontractors, including individuals and sole proprietors, to carry workers’ compensation insurance while performing work under a CSH subcontract and to show proof of current coverage. CSH subcontractors cannot have existing, pending or expired debarments that preclude them from doing business with the United States government and cannot have convictions for, nor have any pending indictments for, fraud or a criminal offense in connection with a public contract or subcontract.
