Request for Proposals: Youth Homelessness Demonstration Program Implementation Technical Assistance

CSH is seeking a subcontractor(s) to provide technical assistance (TA) under the Youth Homelessness Demonstration Program (YHDP), funded by the United States Department of Housing and Urban Developmentā€™s (HUD) Office of Special Needs Assistance Programs (OSNAP) to one more communities.

The goal of YHDP is to prevent and end homelessness among youth and young adults by developing a coordinated community plan, collaborating with youth and young adults with lived expertise, creating cross-system partnerships, designing innovative service and housing solutions, and building national momentum. An essential component of YHDP is quality implementation of YHDP funded projects and system change actions outlined in the communities coordinated plan.

In collaboration with CSH and HUD, subcontractor(s) are responsible for:

  • providing direct technical assistance to recipients of YHDP housing and service grants funded through the Continuum of Care (CoC) with the goal of designing and implementing quality youth programs;
  • assisting in the development and implementation of continuous quality improvement strategies for youth projects across the Continuum of Care;
  • supporting cross-system partnerships between with Continuum of Care, child welfare system, justice system, education system, and health systems; and
  • assisting communities in embedding youth leadership throughout the homeless response system.

Sub-contractor(s) should have the following qualifications and specialized expertise:

  • experience supporting quality implementation of housing and services that support youth and young adults experiencing homelessness;
  • familiarity with other youth serving systems including child welfare, justice, education, and health;
  • knowledge of HUDā€™s Continuum of Care interim rule; and
  • working with local or national partners on policies and practice efforts to end homelessness among youth and young adults.

This subcontract opportunity will commence immediately upon the selection of the subcontractor will go through June 30, 2022.

The subcontractorā€™s work will mainly comprise of the following:

  1. Direct TA: Subcontractor(s) will support implementation of youth homelessness projects and the communityā€™s broader Coordinated Community Plan. Direct TA will be conducted on-site, and remotely via e-mail and phone.
  2. Coordination: Subcontractor(s) are responsible for coordinating with CSH, HUD, and other YHDP TA Providers through regular e-mail and phone communication. Sometimes this will include travel. Subcontractor(s) are expected to participate on standing YHDP Leadership Team and other YHDP TA Provider calls. Coordination also includes planning travel and logistics for on-site TA. Coordination will mainly occur via e-mail and phone, but can involve on-site work.
  3. Reporting: Subcontractor(s) are responsible for complying with all Federal and CSH reporting requirements on this agreement.

Milestones and Deliverables:

Deliverable 1: Subcontractor(s) will assess each communityā€™s capacity to implement quality housing and services for youth experiencing homelessness and systemā€™s change work.

Deliverable 2: Subcontractor(s) will develop a project implementation plan and continuous quality improvement plan with each community.

Deliverable 3: Subcontractor(s) will provide direct technical assistance with each community related to project implementation, continuous quality improvement, cross-system partnership, and youth leadership.

Deliverable 4: Subcontractor(s) will create reports by communities including monthly invoicing narratives by community, quarterly community updates, and any ad hoc reporting requested.

Funding Available:

An amount not to exceed $100,000 is available for this project.

Successful applicant will be awarded on a conditional basis, pending a conflict of interest review and submission of additional documents concerning rate substantiation and invoicing capacity.

In order to be considered for this subcontracting opportunity, full completion and submission of the forms below are required by Wednesday June 3, 2020 Organizations must be able to comply with the administrative and financial management requirements of the prime award from HUD, including the financial management standards for funds control and accountability, as specified in 2 CFR 200.302 and 2 CFR 200.303. Organizations must have an active registration on the System for Award Management found at sam.gov and cannot have existing, pending or expired debarments that preclude them from doing business with the United States government and cannot have convictions for, nor have any pending indictments for, fraud or a criminal offense in connection with a public contract or subcontract.

All of the application information and forms must be submitted fully completed for consideration.

Evaluation:

CSH will evaluate applications and select a valid proposal utilizing the following criteria:

  • Demonstrated successful performance of substantially similar work (up to 30 points);
  • Staff experience and qualifications (up to 30 points);
  • Rate reasonableness and overall cost of services (up to 20 points); and
  • Ability to comply with the administrative and financial management requirements of the prime award from HUD (up to 20 points).

We will contact you regarding the determination of adding you as a CSH subcontractor. Please note that CSH requires subcontractors, including individuals and sole proprietors, to carry workersā€™ compensation insurance while performing work under a CSH subcontract.
