Contracting Opportunity: Developing an Older Adult and Homeless Services Training (Los Angeles, CA)

Description:

CSH seeks a consultant who has demonstrated experience in education and training for professional and para-professional case managers. The desired outcome is trained case managers and direct service staff who are well-versed in best practices and strategies for supporting older adults who are living in or at risk of homelessness in Los Angeles. The consultant will work with CSH, the Los Angeles Aging Advocacy Coalition (LAAAC) and the Los Angeles Homeless Services Authority (LAHSA) to guide, develop curriculum, and provide the six training sessions.

Planned activities:

The project activities include:

  • Participate in four planning meetings to determine training objectives, target trainees, and determine location and dates of cross-sector trainings.
  • Review and approve correspondence to announce trainings and solicit participation.
  • Plan training content, breakouts, speaking roles and structure for six training sessions.
  • Create or adapt training agendas, materials, and power points for the training sessions.
  • Teach six training sessions (two four-hour sessions and four seven-hour sessions).
  • Incorporate recommendations from trainings into a recommendations report.

Expected outcomes:

Success will be measured through the following outcomes:

  • Four planning meetings to determine objectives, target trainees and identify date/location of trainings are held.
  • Cross-sector training planning is complete, including recommendations for content, breakouts, speaking roles and structure for training sessions.
  • Training agendas, power points, materials and correspondence are finalized.
  • Six cross-sector trainings, reaching at least 50 participants, are held.
  • Recommendations from trainings are incorporated into a recommendations report.

Consultant qualifications and roles:

CSH understands that the scope of work requested may be conducted by a single consultant, a consultant group, or by an organization. The proposal should provide the name, title, address, telephone number and email address for each person engaged in the project.  If an organization, consultant group or partnership of consultants is involved, the proposal should indicate who will serve as the point person for the work.

The proposal must describe the consultant’s qualifications to conduct the scope of work activities, expertise, knowledge and experience. Experience should include examples of conducting similar or related work. The proposal should contain a description of the activities to be conducted by the consultant to complete the requested scope of work including:

An understanding of the work to be performed and estimated hours.

  • The specific activities to be conducted.
  • A timeline for the activities at each stage.
  • Milestones and deliverables tied to those activities.
  • Identification of the project lead.
  • Qualifications of staff assigned to the project.
  • Resume of staff assigned to the project with information on education, position in the firm, years and type of experience, and continuing education.

Funding available:

An amount not to exceed $7,200 is available for the project.

Applications received on or before the deadline will be evaluated based on the following criteria:

  • Demonstrated successful performance of substantially similar and relevant work.
  • Experience and expertise in the field of older adults, homeless services, supportive housing and/or affordable housing.
  • Years of experience within a mission-driven organization directing significant system changes and/or expansions; and
  • Reasonableness of rate and overall project cost.
  • Special consideration will be given to small, disadvantaged, minority or women-owned businesses.

Please note that CSH requires subcontractors, including individuals and sole proprietors, to carry workers’ compensation insurance while performing work under a CSH subcontract. CSH subcontractors cannot have existing, pending or expired debarments that preclude them from doing business with the United States government and cannot have convictions for, nor have any pending indictments for, fraud or a criminal offense in connection with a public contract or subcontract.
