Subcontracting Opportunity: Coordinated Entry Supports for Survivors of Domestic Violence

CSH is seeking subcontractors to hire and manage direct staff to provide support in Chicago, IL to survivors of Domestic Violence (DV) who are feeling or currently experiencing homelessness related to their DV crisis. Providers will work collaboratively with the Coordinated Entry System (CES) lead entities and partners attending team meetings and training sessions as needed. Funding is provided by the United States Department of Housing and Urban Development’s (HUD) Supportive Services Only grant program.

The specific roles include:

  • One Skilled Assessor
  • One Housing Locator
  • Two Housing System Navigators

Project start date to be determined based on when the HUD Award will be issued.

Planned Activities

  1. Skilled Assessor: Assess households at Domestic Violence shelters and those referred through the DV Hotline, connecting households to resources and updating assessments as needed.
  2. Housing Locator: Locate housing opportunities for this population linked to this team member through the Coordinated Entry System.
  3. Housing System Navigators: Work with assigned households and their housing provider to ensure households are able to access documents, attend housing related appointments, and move into housing.
  4. For all roles, partners will report on outcomes.

Funding Available

A total of $280,000 is available for one-year contracts. Agencies may include expenses for travel, equipment, and direct client support. Selected subcontractors will be required to provide evidence of past compensation consistent with the rate provided to CSH.

Application Process and Vendor Requirements

  • Agencies may submit applications for one or more than one staff member.
  • Projects are available to be renewed as a sub-recipient of CSH in future funding applications through HUD.
  • Agencies will complete an annual financial review and program monitoring visit and adhere to any follow-up requirements related to program compliance.
  • All agencies must comply with federal regulations as outlined under CFDA 14.267. Additional requirements must be adhered to per HUD that will be made available at a later date.
  • Agencies must provide a match for 25% of the sub-recipient award.

CSH will hold a Q&A session about this subcontracting opportunity on Monday, May 20th from 1:00pm – 2:00pm. The session will be held at CSH - 205 W. Randolph, 23rd Floor; Chicago, IL 60606.

The application deadline has been extended to June 10, 2019. Applications received before the deadline will be evaluated based on the following criteria:

  • Demonstrated successful performance of substantially similar work
  • Relevant project work
  • Experience and expertise
  • Years of relevant experience
  • Rate reasonableness and overall cost of services

Resources

Please note that CSH requires subcontractors, including individuals and sole proprietors, to carry workers' compensation insurance while performing work under a CSH subcontract. CSH subcontractors cannot have existing, pending or expired debarments that preclude them from doing business with the United States government and cannot have convictions for, nor have any pending indictments for, fraud or a criminal offense in connection with a public contract or subcontract.
