Subcontracting Opportunity: Coordinated Entry Skilled Assessors

CSH is seeking subcontractors to hire and manage dedicated Skilled Assessors in Chicago, IL. Specifically, CSH is seeking agencies that focus on people experiencing homelessness. Skilled Assessors will assess households at Access Points, the Catholic Charities Call Center, large shelters, and may be dispatched to other locations. They will also follow up with those already assessed to ensure accurate information has been recorded and to update assessments. The Skilled Assessors will work collaboratively with the CES lead entities and partners attending team meetings and training sessions as needed. Funding is provided by the United States Department of Housing and Urban Development’s Supportive Services Only grant program.

Project start date to be determined based on when the HUD Award will be issued.

Planned Activities

  1. Complete a diversion screening tool and provide referrals to households not facing literal homelessness;
  2. Assess households eligible for Coordinated Entry;
  3. Engage households not connected to a service provider and offer referrals to shelter and services as appropriate;
  4. Contact previously assessed households to complete updates to the housing assessment;
  5. Attend monthly Skilled Assessor meetings;
  6. Report on outcomes;
  7. Provide feedback to CES lead entities

Funding Available
A total of $453,000 is available for one year contracts. Agencies may include expenses for travel, equipment, direct client support and admin costs. Selected subcontractors will be required to provide evidence of past compensation consistent with the rate provided to CSH.

Application Process and Vendor Requirements

  • Agencies will need the capacity to enter and receive information from Chicago’s Homeless Management Information System (HMIS). Training to selected agencies will be provided.
  • Agencies are encouraged to submit applications for more than one staff member.
  • Skilled Assessors projects are available to be renewed as a sub-recipient of CSH in future funding applications through HUD.
  • Agencies will complete an annual financial review and program monitoring visit and adhere to any follow up requirements related to program compliance.
  • All agencies must comply with federal regulations as outlined under CFDA 14.267. Additional requirements must be adhered to per HUD that will be made available at a later date.
  • Agencies must provide match for 25% of the sub-recipient award.

CSH will hold a Q&A session about this subcontracting opportunity on Monday, May 20th from 1:00pm – 2:00pm. The session will be held at CSH - 205 W. Randolph, 23rd Floor; Chicago, IL 60606.

The application will be due by May 28, 2019. Applications received before the deadline will be evaluated based on the following criteria:

  • Demonstrated successful performance of substantially similar work
  • Relevant project work
  • Experience and expertise
  • Years of relevant experience
  • Rate reasonableness and overall cost of services

Resources

Please note that CSH requires subcontractors, including individuals and sole proprietors, to carry workers' compensation insurance while performing work under a CSH subcontract. CSH subcontractors cannot have existing, pending or expired debarments that preclude them from doing business with the United States government and cannot have convictions for, nor have any pending indictments for, fraud or a criminal offense in connection with a public contract or subcontract.
