Expert Housing Development Systems Change Consultant, Los Angeles, CA

CSH is seeking an expert consultant to conduct a review and analysis of a public sector housing development agency and provide the agency’s Executive Director with recommendations regarding improvements in structure, processes, and staffing. The consultant will begin by meeting with the new Executive Director, Deputy Executive Director, Administrative Deputy and other members of the executive leadership team as well as agency management and staff to understand the current organizational context. Moreover, recognizing that the change is already in progress, the consultant will engage with stakeholders and other interested parties, e.g., board offices, advisory board members, departmental partners, housing developers, voucher clients, public housing residents, etc.to ascertain understanding of proposed changes and response to proposed changes and changes currently underway.

Planned activities:

  • Conduct both an internal and external “high-level” stakeholder engagement process.
  • Using that information as a basis, develop priorities, an associated action plan, timeline and deliverables.
  • Undertake a leadership capacity assessment to identify a set of core competencies necessary to inform the action plan and new agency vision.
  • Utilize the leadership capacity assessment and gap identification as a baseline for capacity building strategies, e.g., professional development, recruitment, succession planning, etc.

Expected Outcomes, Milestones, and Deliverables:

  • Weekly status reports: Must be provided every Friday until conclusion of project. May be delivered orally or in writing as requested by the Executive Director.
  • Stakeholder Engagement Process: Report on stakeholder engagement process and SWOT analysis of the proposed reorganization and rebranding based on stakeholder feedback and discussions.
  • Organizational Chart: Reflecting the proposed new structure. Chart should clearly delineate proposed changes to the existing structure.  Revised chart must include: new reporting chains; the addition and deletion of divisions, sections or units; and the addition and deletion of staff.  An explanation for these proposed changes must accompany the organization chart.
  • Leadership Capacity Assessment: Identification of core competencies based on new organizational structure and recommendations on strategies to close competency gaps.
  • Staffing Recommendations: an assessment of the existing staffing level, the appropriateness of the positions currently performing the work, and a recommendation with justification for the proposed changes.

Funding Available:

An amount not to exceed $50,000 is available for this project.

  • Demonstrated successful performance of substantially similar relevant work;
  • Experience and expertise in the field of housing development;
  • Years of relevant experience within organizations with similar missions directing significant systems changes or expansions; and
  • Rate reasonableness and overall cost of service.
