PLANNING FOR SUPPORTIVE HOUSING IN PORTLAND, OREGON METRO AREA (CLACKAMAS, MULTNOMAH AND WASHINGTON COUNTIES)

Description:

CSH is seeking one or more subcontractors to help complete a Tri-county Equitable Housing Strategy to Expand Permanent Supportive Housing for People Experiencing Chronic Homelessness throughout most of calendar year 2018 ( February – December).

Background:

In July 2017, the Portland/Multnomah County Joint Office on Homeless Services (Joint Office) submitted a proposal to the Metro regional government to work with Clackamas, Multnomah, and Washington counties to develop, prioritize and begin implementation of strategies to create additional Permanent Supportive Housing (PSH).  This work includes:

  • Assessing key existing conditions and capacity related to PSH operations and outcomes in each county
  • Developing and implement stakeholder and public engagement strategies to improve project success
  • Completing county-specific and region-wide gap analyses/projection of need for the region
  • Conducting county-specific capital, operating, leasing and services cost analyses for PSH unit creation
  • Engaging a broad range of stakeholders to help identify:
    • overlapping high-priority populations, especially chronically homeless high-frequency utilizers of health and homeless services
    • coordinated equitable housing investment strategies, including cross-sector and public-private partnerships, to support PSH funding plans including capital, operating (rent subsidy) and services
  • Prioritizing and beginning implementation of specific funding plan strategies to initiate PSH

The Joint Office was awarded a grant in November 2017, and CSH was listed as a subcontractor to do the projection of PSH need and financial modeling (cost estimates) for each county and the region. CSH will also help with some facilitation and engagement of stakeholders, primarily in Multnomah County.  In addition to these activities, CSH has agreed to take on overall project management and work planning.

Planned Activities and Ideal Qualifications for Subcontractor(s):

  • Engage stakeholders and organizing planning efforts primarily in Clackamas and Washington Counties around PSH
  • Act as primary member of the consultant team, led by CSH, to coordinate with parallel efforts in Multnomah County, including jointly staffing and supporting the multijurisdictional steering committee
  • Help identify coordinated equitable housing investment strategies to support PSH funding plans for Clackamas and Washington Counties
  • With stakeholder support, help prioritize and begin implementation of specific funding plan strategies to initiate PSH creation
  • With CSH, draft and refine major project reports and deliverables

Ideal subcontractors would demonstrate qualifications, experience and expertise that include:

  • Working knowledge of and relationships with a range of project stakeholders, particularly those in Clackamas and Washington Counties
  • General knowledge of affordable housing development and finance, funding and delivery systems for physical and behavioral health care
  • Public policy development through stakeholder engagement and process facilitation
  • Expert policy analysis and technical writing skills
  • Strong grounding in racial equity frameworks and successful engagement of multiracial stakeholder processes to achieve racial justice

Expected Deliverables:

Deliverable 1:  Work plans that outline stakeholder engagement planning processes for Clackamas and Washington Counties; including primary stakeholder groups and members. The public engagement strategy will largely include technical experts (including funders, providers, and those with lived experience) and centered with a racial equity lens adopted by the project steering committee.

Deliverable 2: Report outlining funding strategies based on CSH technical assistance in identifying PSH need and estimated cost and high-priority chronically homeless populations for whom housing interventions could result in cross-system savings.

Deliverable 3: Report recommending beginning steps of implementation and plans for longer term implementation.

Funding Available:

An amount not to exceed $70,000 is available for this project.

Responses received by the deadline will be evaluated based on the following criteria:

  • Demonstrated successful performance of substantially similar work
  • Relevant project work
  • Experience and expertise
  • Years of relevant experience
  • Ability to describe planning milestones and outcomes
  • Rate reasonableness and overall cost of services
  • Special consideration will be given to small, disadvantaged, minority or women-owned businesses

Please note that CSH requires subcontractors, including individuals and sole proprietors, to carry workers' compensation insurance while performing work under a CSH subcontract.  CSH subcontractors cannot have existing, pending or expired debarments that preclude them from doing business with the United States government and cannot have convictions for, nor have any pending indictments for, fraud or a criminal offense in connection with a public contract or subcontract.

CSH encourages brevity in responses to this RFQ. Please submit a written statement of qualifications not to exceed five single-sided pages describing how you would approach the work, including scoping out the process and achieving the deliverables. Budgets should be included as an attachment.  Applicants may also include an organizational background sheet, Curriculum Vitae, or other attachments that summarize overall qualifications and experience.

In order to successfully meet the outcomes of this award, CSH seeks to fund one or more subcontractors (either through an individual consultant, consulting agency, non-profit agency, or other legal entity) to conduct community engagement activities, facilitate key stakeholder meetings, and other activities described above. Within reason, the contract may be expanded to include additional work that that may occur as a result of planning efforts.

Final funding amounts available to contractors will be determined based on consultant/agency capacity and availability. CSH expects $70,000 to be available for contracting, contingent on receiving funds through the Joint Office on Homeless Services.
