CSH, a national nonprofit helping communities create the housing that transforms the lives of vulnerable individuals and families, has welcomed two new Board members: a prominent healthcare executive with extensive Medicaid experience and a nationally recognized accounting and finance expert.
“We are pleased to add the considerable talents of Charles Milligan and Paula Morabito to our CSH family,” said Deborah De Santis, President and CEO of CSH. “Charles is recognized as a leading voice nationally for Medicaid expansion and the crucial role stable housing plays in a person’s health status and outcomes. And in addition to understanding complex business issues, Paula will lend a great deal of her experience to ensuring we continue to have the best internal controls that have earned us praise among funders and national rating agencies.”
De Santis said Milligan’s current position with UnitedHealthcare Community Plan will aid CSH as it works with health systems across the country to increase partnerships between housing and healthcare organizations and urges states and providers to turn to Medicaid resources to finance supportive housing services.
She further said Morabito comes to the Board at a time when CSH is expanding its loans and grant offerings designed to increase the supply of supportive housing in every state. Last year, CSH announced it had surpassed $650 million in loans and grants for supportive housing creation, and was on course to deliver new financial instruments to spur further development over the next five years.
About Charles Milligan, JD, MPH
Charles Milligan, JD, MPH, is CEO of UnitedHealthcare Community & State – New Mexico. In New Mexico, the Medicaid managed care program is a comprehensive statewide model that includes integrated medical care, behavioral health services, and long-term services and supports for all Medicaid populations. Mr. Milligan assumed his role with UnitedHealthcare in April 2015. His prior roles include serving as the Medicaid director in two states (Maryland and New Mexico), and working as a consultant to over 20 state governments during his tenure with The Lewin Group. Mr. Milligan is currently serving a three-year term as an appointed commissioner on the federal Medicaid and CHIP Payment and Access Commission (MACPAC), and in this role he is one of 17 commissioners selected by the Comptroller General of the US to advise Congress on Medicaid and CHIP. He has an undergraduate degree from the University of Notre Dame, a law degree from Harvard Law School, and a Master’s of Public Health from the University of California at Berkeley.
About Paula Morabito, CPA
Paula Morabito, CPA, is a strategic senior executive with over 33 years of experience in the accounting and finance industry. As an Ernst & Young partner she has extensive experience working with senior management, audit committees and boards in addressing complex accounting and business issues. Ms. Morabito served as the Coordinating Partner for numerous public and private real estate and hospitality companies and worked with her clients on complex transactions including structuring and understanding of the accounting consequences, SEC registration statements and filings, merger and acquisition due diligence, investigations and internal control matters.
