CSH is proud to introduce the newest staff member of our Central Region team, Josephine Pufpaff, Senior Project Manager in the Minnesota office.
Josephine earned a Bachelor’s Degree in Public Administration at Temple University in Philadelphia and a Master’s Degree in Public Policy at the University of Minnesota Humphrey School of Public Affairs. Prior to joining CSH, she was the Director of Strategic Design and Evaluation at YouthLink, a non-profit organization serving youth experiencing homelessness. YouthLink operates 143 units of supportive housing in addition to providing a full continuum of services for young people without permanent housing. Josephine’s role included developing partnerships to both strengthen the service delivery system and create systemic change to improve the landscape for this vulnerable population. She designed and implemented the first Youth Opportunity Center in the country, creating partnerships with 26 agencies to provide services in a single location to meet a variety of needs for youth experiencing homelessness. Additionally, she successfully added 78 units of supportive housing to YouthLink’s portfolio.
In her role at CSH, Josephine is providing leadership to create a Pay for Performance pilot program in Minnesota that will help integrate people who are currently living in institutional settings into supportive housing in the community. This work follows the Olmstead directive to help people live in their least restrictive environment, while utilizing a new and innovative financing mechanism. This will include policy as well as programmatic work.
Fun facts about Josephine include that (1) she is originally from West Africa and emigrated to the states when she was 10 years old as her father attended medical school at the University of Minnesota, (2) she has a five year old daughter who she is very proud of, and (3) she would love to meet you and enjoy Thai food together if she happens to be in your neck of the woods.
