New York State Makes Historic Investment in Supportive Housing for High Cost Medicaid Recipients

 

This week Governor Cuomo and the NYS Legislature established theĀ Supportive Housing Development ProgramĀ that will provide $60 million in service funding, rental subsidy and capital dollars to expand supportive housing for high-cost Medicaid beneficiaries.

Current year funding will increase to $75 million in each of the following two years, and be allowed to grow to $150 million annually if federal matching funds are secured. Consensus to distribute State general funds coming from the Department of Health to state housing, primary and behavioral health and safety net agencies for implementation of supportive housing programs, is a direct outgrowth of an intensive Medicaid Redesign effort undertaken by the Cuomo administration to improve care and reduce costs in New York Stateā€™s Medicaid Program.

State agencies will be work over the coming weeks to finalize the draftĀ spendingĀ plan. NYS also authorized the Supportive Housing Reinvestment Program to provide an on-going vehicle to capture and redirect savings achieved by closing nursing home and hospital beds for building and operating new community-based supportive housing.

CSH applauds the state executive and legislative leadership for recognizing the critical role supportive housing plays in improving health outcomes for vulnerable New Yorkers and thanks Deputy Secretary Jim Introne, Medicaid Director Jason Helgerson and DOH Deputy Commission for Long Term Care Mark Kissinger for their vision and stewardship of this ground-breaking initiative.
