Toolkit for Developing and Operating Supportive Housing


Development and Finance

 

The tools in this section are designed to help address key issues related to developing and financing new supportive housing projects, including assessing organizational capacity, putting together the development team, assembling the necessary financing, identifying an appropriate site for development, and structuring the deal for success.

 

These tools are organized under the following topics:

 

Assessing Capacity:

Documents in this section focus on exploring issues related to the different roles organizations may play in development activities, helping organizations assess their capacity to perform those roles, the role of predevelopment financing in supporting capacity, and alternatives to housing development activities for organizations with limited capacity.

 

Building the Development Team:

This section provides tools to help organizations put together the team of experts needs for supportive housing development activities, including guidance for selecting team members.

 

Assembling the Financing:

Money is essential ingredient for all supportive housing activities, and this section provides a variety of tools and resources to help organization understand, identify, and put together successful financing strategies.

 

Selecting and Securing the Project Site:

Finding, acquiring, and getting approvals for an appropriate site can be among the biggest hurdles for supportive housing developers, and this section includes tools designed to help organizations develop criteria for an appropriate site, secure control of a site, perform thorough due-diligence, and develop community support for the planned development at the site.

 

Deal Structuring and Beyond:

Once organizations have put together the essential resources for developing a supportive housing project, there are still critical challenges related to structuring the financing, designing the project, and navigating risks.  This section includes tools to help organizations move successfully through these challenges.
