Portland Governance and Structure Technical Assistance

With the passage of the HEARTH Act, the U.S. Department of Housing and Urban Development (HUD ) began requiring communities to formally establish a structured governance for how their homeless system operates.CoC Structure Though many communities like Portland have been operating some form of a governing structure, CSH was able to work with the community to establish a new structure that ensured compliance with the HEARTH Act, while also incorporating a streamlined structure.

CSH’s Role

CSH facilitated a series of on-site and remote meetings to better understand the local context for governance. This brought together stakeholders from the region to provide feedback on the homeless system governance. CSH worked with a core team in Portland to turn the feedback heard at the sessions into possible governance models, outlining the opportunities and challenges with each model. Once a model was selected, CSH continued to work with the core team to draft the documents necessary to adopt the model officially as part of the homeless system.

The Portland community was given recommendations, along with a draft charter, that is compliant with the HEARTH Act. CSH continues to work with Portland on implementation of the new governance structure.
