Performance Evaluation – Los Angeles

The Los Angeles Housing and Service Authority (LAHSA) had strong interest in designing and implementing an evaluation process for homeless service projects funded through the HUD CoC Program.

CSH’s Role

CSH held several community meetings to gather input on the performance measures and outcomes that should be included as part of the evaluation process. CSH encouraged the community to focus first on goals laid out by HUD, and then to incorporate local planning priorities, such as geographic distribution of resources and best practices.  The community was given a draft evaluation and assisted in its implementation.

LAHSA now uses the evaluation tool as part of its application process for annual funding, which helps assure that the highest performing projects are funded, and helps identify poor performing projects for technical assistance and/or reallocation.
