Indiana Balance of State Transitional Housing Analyses

The Continuum of Care (CoC) Board for the Indiana Balance of State wanted to encourage CoC-funded transitional housing (TH) projects to convert to either rapid rehousing or permanent supportive housing models.

The community issued a request for proposals from agencies that might be interested in conversion, but had concerns over whether a proposal would be able to identify those that were truly ready for conversion.

CSH’s Transitional Housing Analysis Tool can help communities look at a small subset of their TH projects, or at the entire stock of TH to analyze appropriate projects for conversion. The tool recommends whether projects should remain TH, or convert to either rapid rehousing or permanent supportive housing. Indiana BoS asked CSH to analyze the projects that demonstrated interest in conversion, and CSH conducted on-site interviews and property evaluations for these projects.

A report was issued to the CoC recommending that the projects either remain TH, or convert, along with a series of recommendations and considerations for those recommended for conversion. The CoC Board then allowed these projects to convert during the CoC Competition process for 2013.
